The Grand Council
The Grand Council, established some 3200 years ago in the first years of the new Emperor, is the oldest governing body in existence within the empire. In essence, the Council is charged with advising the Emperor on all matters of magical importance, including emergent threats, intelligence activities and other, more mundane goings-on. Most of the Grand Council’s activities are conducted from Splendid Terrace, its citadel in the Empire capitol of Isamon.
The Council itself is chaired by the Grand Arcanist, selected from among the finest wizards known. The Grand Arcanist is elected by vote of the Grand Council’s Upper Chamber, consisting of 123 of the most powerful wizards in the Empire. To eliminate confusion, it is necessary to point out that the term “Grand Council” is often used in two senses: one the one hand, it identifies the actual council of nine wizards that are routinely found in the upper spires of the Splendid Terrace. On the other hand, the term is also used to refer to the entire organization of thousands of wizards and their supporting staff that normally carry out the wishes of the actual Council. Mages in this line of work are commonly referred to as “Council Mage…”. An actual member of a voting body within the Grand Council (456 members of the Great Hall, 123 members of the Upper Chamber) is normally referred to as “Councillor…”.
Each of the eight primary schools of magic is taught at the Splendid Terrace- nothing is forbidden knowledge within its walls. For this reason, outsiders are not welcomed to any areas of the Terrace where training and teaching are done, though they are occasionally allowed into the ground level public areas. Each school has a headmaster who sits on the actual Grand Council and is considered the world’s foremost authority in his chosen field of study. (Don’t get into a fireball slinging match with the Headmaster of Evocation.) These eight mages plus the Grand Arcanist form the Grand Council.
